Would he qualify for student loans if he completed a two year foundation degree instead?

I would be grateful if you could clarify whether my son would be eligable for student loans for tuition and living costs for a foundation course in art and design?It is his plan to complete a year's course and then go on to complete a 3 year degree in fine art or similar at university. Would he qualify for student loans if he completed a two year foundation degree instead?
